「計画の実現をより確実にするための条例改正を来年３月の議会で提案し、４月からの施行を予定しています。」

以下、都市計画課からの連絡内容「 ご提出いただきました、地区計画の決定の提案について、法務局からの登記事項により土地所有者等の権利確認を行い、添付ファイルの通り『計画書』及び『土地所有者の一覧表』の修正を経て、
5月19日（火）に正式受理いたしました。 」

この間、協議会としては最終の不明地権者の調査・発見・対応、遠隔地の不在地主からの同意書回収などに尽力、提出書類を追加しながら、行政側では提案要件の確認と区域整形に伴う情報収集等などの作業を行い、双方、誠実にかつ慎重に作業してきた結果の経過期間となりました。この間、あいにく市の異動に伴う担当者変更なども重ってしまいましたが、旧担当者からの確実な引継ぎ、新担当者の熱心な対応、努力の甲斐が実りました。☆2009年3月30日（月）午前中　地区計画提案書類を小樽市役所へ持込完了！

なお、この段階での同意率は、以下の通り（いずれも2/3（66.67％）以上で要件成立）
土地所有者等同意率　約８４％
対象面積同意率　約７６％

◎同意率算定の分母には日本銀行行舎跡地の広大な面積などが含まれております。
計算上、その面積の2倍を超える同意を得なければなりません。
そして、日銀行舎跡地界隈の地権者様方々のご尽力でこの要件を突破する、高い同意率を得られましたことは、将来に渡ってこの界隈の大きな誇りであると考えられます。
